Question 1– Allowing Local Governments flexibility in offering property tax relief for elderly and disabled residents. Localities would no longer be required to get state permission to set up or change their own tax relief programs.

Question 2– Exempting military veterans with 100% service-related disabilities from paying property taxes on their residence. Requires localities not to charge permanently, fully disabled veterans any taxes on their primary residences and would also extend to their widow or widower.

Question 3– Allowing for the “Rainy Day Fund” to be increased from 10 percent to 15 percent of annual tax revenues. This fund is used to cover gaps when tax collections fall short of forecasts used in preparing the state budget. The increased flexibility would allow a bigger cushion in the event of a bad economy.
